Japan PM expresses regret over radioactive release

Japan should have told its neighbours it was releasing radioactive water into the Pacific Ocean, Prime Minister Naoto Kan said Sunday, after the move raised concern in Seoul and Beijing.

"We should have given firmer explanations," he told reporters while visiting victims of the huge earthquake and tsunami that hit Japan nearly a month ago, knocking out cooling systems at the Fukushima nuclear plant.

The plant's operator, Tokyo Electric Power (TEPCO), is battling to avert a nuclear disaster following a series of explosions and the release of radioactive material into the atmosphere. 

Emergency workers were this week forced to dump more than 10,000
tonnes of mildly contaminated water into the sea to free up urgently needed storage space for more highly radioactive liquid.

Kan made his comment after the governments of neighbouring China and South Korea expressed concerns about the impact of the move on marine life in the Pacific. Tests have shown elevated levels of radiation in one variety of fish caught in waters near the plant. Chief Cabinet Secretary Yukio Edano has said Japan accepts that it should have "given thorough explanations earlier" of its actions.
